Education policies are constantly under scrutiny and debate for their dual portrayal of goals for economic utilitarianism and humanism with spiritual gratification. In the face of this polarization and under consistent external ideological influences, they are often viewed as short-sighted, inconsistent, and unsustainable. This reinforces the need for the development of a holistic policy framework. Policy design plays a crucial role in shaping beliefs, behaviours, and institutions by establishing a practical and functional framework with clear goals and instruments. This dissertation examines the potential of developing a comprehensive education policy framework that is timeless, forward-thinking, sustainable and applicable across all systems.
